Rare  because this New York based female pop band produced by the Stock, Aitken & Waterman team was first recorded in 1991, and it took two years for the first single to get significant airplay.

By this time, the Stock, Aitken & Waterman team had broken up and court issues didn't help the promotion of the subsequent album. However, "That's What Love Can Do" removed Whitney Houston's "I Will Always Love You" from the top of the charts (1993) and became their only #1 hit.
