Mine Kondo (Yoko Maki), who was selling picture books on a train, encountered Seijiro Tanaka (Tetsuya Watari), a yakuza who had stabbed a member of parliament and was on the run. Mine was suspected of being an accomplice and was severely interrogated by the police.
After being cleared of suspicion and released, Mine lived with her elopement partner, Minoru Ohama (Kunio Murai), but Minoru was taken back home. Mine followed Minoru, but his feelings had grown cold. A heartbroken Mine threw herself into the sea, when Kinzo Nagata (Akira Soganoya) happened to pass by in his fishing boat.
Saved, Mine married Kinzo and became the wife of the Nagata gang, whose family business was contracting laborers at Kobe Port. At that time, the rival Kishimoto gang hired an assassin. It was Seijiro who plunged the dagger into Kinzo's stomach…
